Vaults & warehouses

Physical metals don't trade as paper — they sit in vaults (precious metals, in London, New York, Zurich, Singapore, Hong Kong) and in exchange-approved warehouses (base metals, in 30+ LME-approved locations worldwide). This page lists the operators of both: the eight custodians authorised to hold LBMA-cleared gold and silver, and the small group of companies whose warehouses are licensed by the London Metal Exchange to issue warrants.

LME-approved warehouse companies

The LME does not own warehouses. Instead it licenses a small number of independent warehouse companies to operate exchange-approved facilities at locations the Exchange has designated as "good delivery points". A warrant — the bearer document of title for one lot of LME-grade metal — can only be issued from a facility owned and run by one of the companies below. As of mid-2025 there are 30+ LME-approved locations across Europe, North America, Asia and (newly added in 2025) Hong Kong.

LBMA London bullion vaults

London is the world's largest physical gold and silver clearing centre. The LBMA publishes monthly aggregate vault holdings (gold tonnes / silver tonnes / millions of troy ounces) for the operators below — but never the individual holdings of named market participants. The Bank of England's holdings are for sovereign customers (the UK government, other central banks, the IMF) and LBMA member banks; the seven commercial custodians hold the rest.

How warrants & allocation work

LME warrant

A bearer document of title for one LME lot of metal (e.g. 25 tonnes of copper) at a named warehouse. Holding the warrant = owning that physical lot. Warrants can be cancelled (taken out of LME stocks for physical removal) or left "live" against a futures position.

LBMA loco-London allocated

Specific named gold bars assigned to the client, segregated by serial number. The client owns the metal outright; the custodian holds it for safekeeping for a fee.

LBMA loco-London unallocated

A pool credit denominated in fine ounces. The client is an unsecured creditor of the custodian. Most precious-metals trading and clearing is unallocated.

COMEX eligible vs. registered

"Eligible" stocks meet COMEX delivery specs but have no warrant; "registered" stocks have a warrant and are deliverable against a futures contract. Reported daily by CME.

Vault audit

LBMA-approved custodians publish quarterly bar-by-bar audit data to the LBMA. LME warehouses are physically inspected on a rolling basis by the Exchange's independent technical auditors.

Rent & delivery

Both LME warehouses and LBMA vaults charge daily rent on metal in storage and a delivery fee for load-in / load-out. The LME publishes a public capped schedule; LBMA rates are commercial and bilateral.

How Allocation Actually Works — Allocated vs. Unallocated vs. Pooled Gold

The single most consequential distinction in metals custody is whether a claim is allocated (specific, serial-numbered bars owned outright by the client, bankruptcy-remote) or unallocated (an unsecured claim against a bank's own bullion book). Basel III's 2019 liquidity framework made that distinction economically expensive for banks to ignore, accelerating a market-wide shift toward allocated structures that continues into 2026.

1. Allocated accounts: specific bars, bankruptcy remoteness, and the fee premium

In an allocated account, the client owns a specific, identified quantity of metal — typically London Good Delivery 400-ounce bars — recorded against a weight list that shows each bar's unique serial number, refiner mark, gross weight, and fineness. The metal is segregated from the custodian's own assets and, crucially, is bankruptcy remote: if the vault operator or bullion bank fails, allocated metal does not become part of the insolvency estate and clients can recover their specific bars rather than stand in line as unsecured creditors (LBMA, market guidance on allocated and unallocated accounts). Every PAXG token, for example, is explicitly structured this way: Paxos Trust Company holds allocated London Good Delivery gold bars in Brink's London vaults on a segregated basis for the benefit of token holders, with the PAXG terms and conditions defining “Allocated Gold” as “a specific gold bar held in an LBMA-approved security carrier vault, identifiable by a unique serial number, weighting and purity percentage” (Paxos, PAX Gold Terms and Conditions). This structural protection is not free: allocated storage typically carries a fee premium over unallocated holding, commonly cited in the range of roughly 15–30 basis points annually for institutional-scale allocated bullion storage, reflecting the operational cost of segregated, audited, bar-specific custody as opposed to a pooled balance-sheet entry. Redemption thresholds reinforce the bar-specific nature of the structure: PAXG holders need slightly over 430 tokens to redeem a full physical Good Delivery bar, since 400 ounces is the nominal bar weight and the remainder covers redemption and destruction fees (Block Scholes, Paxos Gold: A Form of Digital Gold).

2. Unallocated accounts: a claim on the bank's balance sheet, not the vault

An unallocated account gives the client a contractual, unsecured claim against a bullion bank's general bullion inventory rather than title to specific bars. The bank owes the client a given quantity of gold “loco London” but is free to use, lend, or otherwise deploy the underlying metal on its own balance sheet in the interim, meaning the client's position is functionally similar to an unsecured deposit at that bank (World Gold Council, Basel III and the Gold Market). This is precisely why unallocated gold is cheaper to hold — there is no segregation, no bar-specific weight list, and no bankruptcy-remoteness — and why it is the default settlement mechanism for the vast majority of day-to-day Loco London OTC trading, where physically moving bars for every transaction would be operationally unworkable. PAXG's own redemption mechanics illustrate the distinction directly: institutional holders can redeem tokens into unallocated Loco London balances, which Paxos describes as effectively “swapping an on-chain claim on Paxos for an off-chain claim on a London bullion bank's pooled reserves,” as opposed to redeeming into allocated Good Delivery bars, which requires holdings above roughly 430 ounces and delivery to a UK vault (Lombard Notes, Commodities Onchain: Gold and Beyond).

3. Pooled accounts: ETF-style shared allocation and the weight-list audit cadence

Between the two extremes sits the pooled account structure most familiar from physically-backed exchange-traded funds. In an ETF such as SPDR Gold Shares (GLD) or iShares Gold Trust (IAU), the trust as a whole holds allocated, serial-numbered Good Delivery bars in custodian vaults, but individual shareholders own an undivided, fractional interest in the pool rather than title to any specific bar — the allocation exists at the fund level, not the investor level. This is why ETF sponsors publish and update daily or near-daily bar lists showing every bar's serial number, refiner, gross weight, and fineness held in trust, giving the appearance of individual allocation while the legal claim itself remains a pro-rata share interest in the trust. Audit cadence differs materially by structure: LBMA-participating vaults publish aggregate vault-holdings data on a monthly basis with roughly a one-month reporting lag, covering total gold and silver held across the London vaulting network without breaking figures down by individual owner (MetalCharts, LBMA London Vault Holdings methodology), while major ETF sponsors typically commission independent bar-count reconciliations against their public bar lists on a periodic basis to confirm that reported holdings match physically vaulted inventory. This combination — fund-level allocation, investor-level pooling, and periodic independent reconciliation — is what allows ETF shares to trade with the liquidity of a security while the underlying metal itself moves rarely. In practice, the largest gold ETF, SPDR Gold Shares (GLD), discloses its exact audit cadence in its custody agreements: Bureau Veritas Commodities UK Ltd. (formerly Inspectorate International) conducts two counts per year of the gold held on the Trust's behalf at its custodians' vaults — a complete bar count timed to coincide with the Trust's financial year-end on 30 September, verifying every single bar against the published bar list, plus a second random sample count conducted at a separate date within the same financial year — while the Sponsor's own representatives generally visit the custodian vaults twice annually as part of ongoing due diligence (SPDR Gold Trust, Form 10-Q custody disclosure). The Trust's daily-updated bar list — which by mid-2020s reporting periods runs to tens of thousands of individual entries, each showing serial number, gross weight, fine weight, fineness, and refiner — is published on the sponsor's own website and cross-checked against these counts, giving investors and auditors an independently verifiable record of exactly which bars back the Trust's shares on any given day (SPDR Gold Shares, Gold Bar List and Inspectorate Certificates). Sibling ETFs follow closely related but not identical schedules — iShares Gold Trust (IAU) publishes its bar list weekly rather than daily, while smaller physically-backed funds such as ETFS Physical Swiss Gold Shares (SGOL) commission biannual Inspectorate audits of their own, underscoring that while the pooled-allocation principle is consistent across the ETF category, the precise disclosure cadence is a matter of each trust's custody agreement rather than a single industry-wide standard.

4. Insurance mechanics: Lloyd's syndicates, all-risk vs. named-peril cover

Physical bullion in a commercial vault is virtually always insured, and the structure of that insurance materially affects the practical meaning of “custody.” Large-scale vault insurance for precious metals is predominantly placed through the Lloyd's of London market, where multiple underwriting syndicates each take a percentage share of a single risk, spreading the exposure of an individual vault's full contents across many capital providers rather than concentrating it with one insurer. Policies fall broadly into two families: all-risk cover, which insures against loss from any cause not specifically excluded (theft, fire, flood, employee dishonesty, and so on), and named-peril cover, which pays out only for perils explicitly listed in the policy and leaves everything else uninsured. Institutional-grade vault operators — Brink's, Malca-Amit, Loomis International, and the bank-operated vaults inside the Loco London perimeter — typically carry all-risk cover precisely because their client base (central banks, ETF sponsors, bullion banks) demands comprehensive protection rather than the narrower and cheaper named-peril alternative more common at lower-tier commercial storage facilities. Every PAXG-backing bar, for instance, is explicitly described by Paxos as “insured against theft and loss” while held in Brink's London custody (Pharos, PAXG Stablecoin Risk Profile), and Kinesis similarly describes its ABX-network vaults (Brink's, Loomis Zurich, and others) as “fully insured” alongside being independently audited (Kinesis, Trust and Security Detailed Overview). Responsibility for insuring metal can also shift contractually: under LME Warehouse Agreement terms, every LME warrant is issued on terms specifying that responsibility for insuring the underlying metal rests with the account holder to whose account the warrant is recorded within the LMEsword electronic system, not automatically with the warehouse operator (LME, Warehouse Agreement Terms and Conditions, Feb 2025).

5. Weight-list mechanics: what a Good Delivery bar audit actually checks

The technical backbone that makes allocation credible is the LBMA's Good Delivery Rules, which prescribe not just bar weight and fineness but the exact form in which weight lists must be produced and exchanged. Weight lists accompanying commercial shipments of gold or silver bars must be supplied in machine-readable electronic form — an Excel spreadsheet or comma-separated-values file — with every bar weight expressed in troy ounces (metric weights may additionally be shown but must be converted using LBMA-specified methods), a standardization that allows custodians, auditors, and increasingly blockchain-based verification tools to reconcile physical inventory against digital records without manual re-entry (LBMA, The Good Delivery Rules for Gold and Silver Bars). Refiners seeking initial Good Delivery accreditation must submit eleven sample bars to the LBMA's nominated, duty- and VAT-free London warehouse for testing, and once listed remain subject to ongoing proactive monitoring visits roughly once every three years to confirm continued compliance with refining standards, corporate governance, and responsible-sourcing obligations (LBMA, A Guide to the London Precious Metals Markets). At the sovereign end of the allocation spectrum, the Bank of England discloses aggregate vault holdings monthly with a five-business-day reporting lag, and is popularly described as holding “over 400,000 Good Delivery bars” on behalf of the UK and dozens of other central-bank and institutional customers — a widely cited but explicitly approximate figure, since the Bank itself cautions that the actual bar count fluctuates with gold price and custody movements and should be treated as a general ballpark rather than a precise, real-time census (BullionStar, Bank of England Gold Vaults).

6. Basel III's 2019 treatment: why unallocated gold became expensive to hold

The single biggest structural driver of the shift toward allocated custody was the Basel III Net Stable Funding Ratio (NSFR) framework, which took its final globally binding form for internationally active banks with implementation beginning around 2019–2022 depending on jurisdiction. Under Basel III's treatment, unallocated gold is assigned an 85% Required Stable Funding (RSF) factor — the same punitive treatment applied to a basket of other assets deemed to require substantial stable funding — making it capital- and funding-intensive for a bank to carry large unallocated gold positions on its balance sheet, while allocated gold held in a bank's own vault, or physical metal held in custody and assigned to a specific owner, retains a 0% risk weight and can qualify for Tier 1-adjacent treatment under the interdependent precious-metals permission, provided the physical stock is unencumbered and offsets matching customer deposits (World Gold Council, Basel III and the Gold Market). The World Gold Council's own analysis notes that gold held on an allocated basis, or in a bank's own vaults, “has always been” treated favourably under capital rules, but Basel III's NSFR made the cost differential between allocated and unallocated far more explicit and quantifiable for treasury and balance-sheet planning purposes, effectively telling banks that dealing heavily in unallocated “paper gold” requires holding substantially more stable funding against that exposure than holding the physical metal itself. The practical market effect has been a multi-year, structural incentive for bullion banks to shrink unallocated books relative to allocated ones, reinforcing the same direction of travel visible in the growth of allocated-only tokenized gold products (PAXG, XAUT) and the continued expansion of ETF sponsors' allocated bar lists relative to legacy unallocated interbank trading volumes.

Current status (July 2026): Allocated custody remains the institutional gold standard for bankruptcy-remote exposure, reinforced by Basel III's NSFR treatment of unallocated gold and by the design of every major tokenized gold product launched since 2019. Regulatory Oversight Per Jurisdiction — Six Regimes, Six Different Philosophies

No single global regulator oversees metals custody. Instead, a patchwork of anti-money-laundering statutes, banking regulators, and market-association codes governs vaults and warehouses jurisdiction by jurisdiction — from Switzerland's near-century-old Precious Metals Control Act to Hong Kong's brand-new tokenization guidance for gold-backed products issued in 2025 and 2026.

1. United Kingdom: FCA money-laundering regulation and the LBMA's private-sector code

In the UK, precious-metals dealing and vaulting sits within the scope of the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017, the statutory instrument implementing the UK's anti-money-laundering regime, which the Financial Conduct Authority (FCA) supervises for the firms falling within its remit, including banks, building societies, credit unions, and cryptoasset businesses (FCA, Money Laundering and Terrorist Financing). Separately, dealers who are not otherwise FCA-regulated fall under HM Revenue & Customs's High Value Dealer (HVD) registration regime: any business accepting or making cash payments equivalent to €10,000 or more in a single transaction (or linked transactions) must register with HMRC, pay an annual per-premises fee, conduct customer due diligence, keep records for five years, and file suspicious-activity reports with the National Crime Agency, with non-compliance carrying penalties up to two years' imprisonment and an unlimited fine (Arthur G Mead, Money Laundering — High Value Dealers London). Layered on top of this statutory baseline is the LBMA Global Precious Metals Code, first published on 25 May 2017 and periodically revised, a private-sector conduct standard covering ethics, governance, execution, information sharing, and risk management for market participants across the London bullion market — not a legal requirement in itself, but the de facto behavioral benchmark that LBMA members and their counterparties are expected to meet (Royal Mint, LBMA Launches Revised Global Precious Metals Code). A complementary standard published by the FICC Markets Standards Board (FMSB) governs how banks handle client and house orders specifically during the twice-daily LBMA Gold Price auctions, addressing the market-manipulation concerns that led to the 1919-era London Gold Fixing being replaced in 2015 (FMSB, Standard for the Conduct of Participants in LBMA Precious Metal Auctions).

2. Switzerland: FINMA, the Precious Metals Control Act of 1933, and dual supervision

Switzerland runs one of the world's oldest and most rigorous precious-metals regulatory regimes, rooted in the Federal Act on the Control of the Trade in Precious Metals and Precious Metal Articles (Precious Metals Control Act, PMCA; German: Edelmetallkontrollgesetz) of 20 June 1933, still in force with amendments through 2020 (WIPO Lex, Swiss Precious Metals Control Act, status 1 January 2020). The PMCA establishes a system of cantonal and federal assay offices that test and officially hallmark precious-metal articles and melt products, overseen nationally by the Central Office for Precious Metals Control (COPMC), itself part of the Federal Customs Administration, which registers manufacturer responsibility marks, supervises assay-office hallmarking, and grants melter's licences (Associazione Svizzera Metalli Preziosi, The Swiss Legislative Framework for Precious Metals). Switzerland layers a second, financial-crime-focused supervisory track on top of this technical regime: since 1 January 2020, commercial assayers acting as financial intermediaries have been brought within the scope of Switzerland's Anti-Money Laundering Act (AMLA), with oversight originally handled by the Swiss Financial Market Supervisory Authority (FINMA) through 31 December 2019 and subsequently transitioning toward the COPMC itself, creating what industry bodies describe as “dual supervision” combining technical/fineness control with anti-money-laundering compliance (ASFCMP, Supervisory Authorities). This regulatory infrastructure underpins Switzerland's status as the world's dominant gold refining centre and explains why virtually every major tokenized gold product citing Swiss vaulting — including Tether Gold (XAUT) — frames its custody arrangement explicitly around Swiss custodial rules and PMCA-compliant hallmarking standards (Tiger Brokers, XAUt0 Q&A with USDT0 co-founder). This same FINMA apparatus also governs the token-issuance side of the Swiss vaulting story: Switzerland's Distributed Ledger Technology (DLT) Act did not create a standalone crypto licence or carve tokenized-commodity issuers out of existing financial law — the Banking Act, Financial Institutions Act, Collective Investment Schemes Act, and AMLA all continue to apply in full, with FINMA assessing each tokenization business model against those existing statutes rather than a bespoke crypto-specific framework (Business in Switzerland, Crypto Company in Switzerland — DLT Act and FINMA). In practice, most crypto and tokenization intermediaries handling client assets satisfy their AMLA obligations through membership in a FINMA-recognised Self-Regulatory Organisation (SRO) rather than obtaining a full banking licence, while firms accepting public deposits above CHF 100 million or engaging in core lending or interest-bearing activity cross the threshold into full Banking Act licensing — a bright line that shapes how Zug- and Zurich-based tokenized-bullion issuers structure their custody and issuance entities (Law Support, Crypto Licence Switzerland: FINMA and VASP Guide). The upshot is that Switzerland deliberately regulates tokenized bullion through its existing, decades-old financial-law stack rather than a bespoke crypto statute — a materially different regulatory posture from Singapore's purpose-built 2019 precious-metals AML act or Hong Kong's fast-evolving SFC tokenization circulars discussed below.

3. Singapore: MAS and the Precious Stones and Precious Metals Act 2019

Singapore's Precious Stones and Precious Metals (Prevention of Money Laundering and Terrorism Financing) Act 2019 established a dedicated statutory framework — separate from Singapore's general financial-services regulation — specifically to combat money laundering and terrorism financing risk in the precious-metals and precious-stones trade, regulating both dealers conducting “regulated dealing” and intermediaries facilitating it (Parliament of Singapore, Precious Stones and Precious Metals (Prevention of Money Laundering and Terrorism Financing) Bill 2019). The Act explicitly defines an “asset-backed token” — a token, certificate, or other instrument backed by one or more precious metals, precious stones, or precious products entitling the holder to the metal or a part of it — bringing tokenized bullion products squarely within its regulated-dealer perimeter, a notably early and explicit legislative acknowledgment of tokenized commodities years ahead of most other jurisdictions (Singapore Statutes Online, Precious Stones and Precious Metals Act 2019). Regulated dealers must implement “adequate programmes and measures to prevent money laundering and terrorism financing” in relation to their dealing or intermediary business, with the Monetary Authority of Singapore (MAS) and other appointed authorities administering enforcement. Separately, Singapore Customs administers a GST exemption for Investment Precious Metals (IPM): gold of at least 99.5% purity, silver of at least 99.9%, or platinum of at least 99%, capable of being traded on the international bullion market and meeting refiner-accreditation criteria (LBMA Good Delivery status for gold and silver, LPPM Good Delivery status for platinum), qualifies for GST exemption provided it is not a decorative or collector's item (Inland Revenue Authority of Singapore, e-Tax Guide on GST Exemption of Investment Precious Metals).

4. Hong Kong: the Chinese Gold & Silver Exchange, SFC tokenization guidance, and HKGX

Hong Kong's domestic bullion trade traces back to the Chinese Gold and Silver Exchange Society, a bourse with roots extending well over a century that in December 2024 restructured to become the Hong Kong Gold Exchange (HKGX) (South China Morning Post, City's 114-year-old bullion bourse restructures to become Hong Kong Gold Exchange). For tokenized precious-metals products, the Securities and Futures Commission (SFC) has issued a progressively detailed guidance framework: its 2023 circular on tokenization of SFC-authorised investment products requires product providers to remain ultimately responsible for the management and operational soundness of any tokenization arrangement, to maintain proper records of token holders' ownership interests, and — upon SFC request — to demonstrate operational soundness, obtain third-party audits of smart-contract integrity, and secure satisfactory legal opinions supporting the arrangement (AIMA, SFC Guidance on Tokenised Securities-Related Activities). The SFC's September 2025 “A-S-P-I-Re” roadmap further commits to shaping a dedicated licensing regime for digital-asset custodians, formally segregating trading and custody functions across a two-tier market structure (SFC, “A-S-P-I-Re” for a Brighter Future). In practice, this framework has already enabled products such as the Hang Seng Gold ETF tokenized unlisted class (HSGLD), launched with HSBC acting as tokenisation agent, gold dealer, gold custodian, trustee, and transfer agent, available via HashKey Exchange's wealth-management channel from 20 April 2026 (Wealth and Society, Hang Seng Investment and HSBC Launch Tokenised Gold ETF in Hong Kong), and HashKey Exchange's launch of licensed OTC trading in Tether Gold (XAUT) from 15 January 2026, described as the first compliant gold-token trading available on a licensed Hong Kong exchange (Phemex News, HashKey Exchange Launches Tether Gold Trading in Hong Kong).

5. United States: the OCC's national-bank bullion powers and custody standards

In the US, national banks derive their authority to deal in bullion from 12 CFR § 7.1022, the Office of the Comptroller of the Currency's (OCC) codified rule on “national banks' authority to buy and sell exchange, coin, and bullion” (Cornell Law, 12 CFR § 7.1022). Coin and bullion owned by a bank must be recorded as “Other Assets” on its books, with the bank's net position in coin or bullion — including forward and futures positions — marked to market monthly and resulting gains or losses recognized in current income, per long-standing OCC banking-issuance guidance (OCC, Banking Circular BC-1981-58).
